Supporting government agencies with secure and scalable digital communications
As government agencies continue to modernise the way they communicate with New Zealanders, the need for secure, reliable and scalable digital messaging solutions has never been greater. From engagement and enrolment communications through to operational notifications and critical transactional messaging, public sector organisations require partners they can trust to deliver at scale.
Cumulo9 has built a strong track record supporting government agencies with high-volume digital communications solutions that prioritise security, deliverability, compliance and performance. Working with organisations including the NZ Transport Agency, the New Zealand Electoral Commission, ACC, the Ministry of Education and the Ministry of Social Development, Cumulo9 continues to help government agencies improve digital engagement outcomes while supporting broader digital transformation goals.
Supporting Critical Communications for NZTA
In 2025, following a comprehensive RFP process, NZ Transport Agency Waka Kotahi (NZTA) selected Cumulo9 to provide transactional email services through our C9 Transact platform.
Under this agreement, C9 Transact delivers consistently high-volume, business-critical communications.
To meet NZTA’s stringent requirements, Cumulo9 provides a secure, high-availability, dedicated environment for C9 Transact, aligned with public sector security and resilience expectations. NZTA also has access to a dedicated dashboard offering full visibility into system performance and message delivery metrics.
Deliverability, reporting and ongoing optimisation
Beyond platform provision, our team provides specialist consultancy on email deliverability best practice. This service includes:
- Comprehensive message-level reporting for transparency and oversight
- Active monitoring of sender reputation and deliverability signals
- Ongoing optimisation to maintain strong inbox placement and performance
C9 Transact reliably manages significant monthly volumes of transactional emails for NZTA, supporting operational efficiency.
This partnership demonstrates Cumulo9’s capability in delivering secure, reliable, and scalable transactional messaging services for the public sector.
The NZTA engagement highlights Cumulo9’s ability to support agencies where communication reliability and operational resilience are essential. With New Zealanders increasing expectations around digital interactions, agencies require communications platforms that not only perform at scale, but also meet evolving security and compliance requirements.

Supporting electoral communications at national scale
The Electoral Commission has selected Cumulo9 to support essential digital voter communications in the lead-up to the 2026 General Election.
Under the engagement, Cumulo9 will provide secure, large-scale email and SMS delivery services to support voter enrolment and related correspondence. This includes digital communications for voters on the Māori electoral roll and the general electoral roll, as well as email delivery of EasyVote card information.
The solution is based on Cumulo9’s C9 Transact platform, a New Zealand–designed digital communications service built specifically for high-volume, time-critical, and compliance-driven messaging.
This initiative supports the Electoral Commission’s ongoing move toward greater digital delivery, helping to reduce reliance on physical mail where appropriate, lower printing and postage costs, and improve the speed and accuracy of voter communications. It also represents an important step toward maintaining up-to-date voter contact information and enabling rapid, reliable communication with voters in future electoral events.
The solution has been designed to meet the security, reliability, and compliance expectations required for a national election environment, including alignment with the Privacy Act 2020 and relevant government security standards.
The partnership reflects a shared commitment by the Electoral Commission and Cumulo9 to deliver trusted, secure, and reliable digital communications to New Zealand voters.
This engagement further reinforces Cumulo9’s capability in supporting high-profile public sector communications programmes where trust, scalability and compliance are paramount.

Trusted by government agencies across New Zealand
Alongside NZTA and the Electoral Commission, Cumulo9 also supports a range of other government organisations, including ACC, the Ministry of Education and the Ministry of Social Development.
These partnerships reflect the growing need for government agencies to modernise communications infrastructure while maintaining the highest standards of privacy, security and accessibility. Whether delivering transactional messaging, citizen notifications, digital correspondence or operational communications, Cumulo9’s solutions are designed to support complex public sector requirements.
Government agencies are increasingly looking for communication platforms that can deliver measurable outcomes, reducing reliance on physical mail, improving delivery performance, supporting digital inclusion and enabling more responsive citizen engagement.
